The Project Citizen: A Portfolio-Based Civic Education Program

The Project Citizen is a curricular program for middle, secondary, and post-secondary students and adult groups that promotes competent and responsible participation in local and state government. The program helps people learn how to monitor and influence public policy. In the process, they develop support for democratic values and principles, tolerance, and feelings of political efficacy. Entire classes of students or members of youth organizations work cooperatively to identify a public policy problem in their community. They then research the problem, evaluate alternative solutions, develop their own solution in the form of a public policy, and create a political action plan to enlist local or state authorities to adopt their proposed policy. Participants develop a portfolio of their work and present their project in a hearing showcase before a panel of civic-minded community members.

Curriculum

The curriculum involves an entire class of students or members of youth or adult groups in a series of structured, cooperative-learning activities that are guided by teachers, organization leaders, and adult volunteers. Working in four cooperative teams, the students learn to interact with their government through a five-step process that includes the following:

- Identifying a problem in their community

- Gathering and evaluating information on the problem

- Examining and evaluating alternative solutions

- Developing a proposed public policy to address the problem

- Creating an action plan to get their policy adopted by government.

Students’ work is displayed in a class portfolio containing a display section and a documentation section.

Project Activity:

- 25 selected teachers from PDO have been trained by civic education trainer from Thailand

- teaching civic education to the children by 25 selected teachers from PDO

- student showcase about their portfolio

Project Period:

September, 2011 to February, 2012

The Center for Civic Education (CCE) is a non-profit organization based in California, U.S.A with four decades of experience promoting civic education in the U.S and more than 80 other countries. The Center proposed to collaborate with partners in Myanmar and Thailand (King Prajadhipok’s Institute to establish a Thai/Myanmar Civic Education Consortium.

Monastic Education Enhancement Program is education program for 5 target area from

Mandalay Division
Sagaing Division
Shan State
Ayerawaddi Division
Yangon Division

The overall objective is to begin a process of systemic reform within the Monastic Education System (MES) in Myanmar, leading to improved child centred teaching practices and learning outcomes for poor and marginalised children.

Specific Objectives:

The development of a ‘Quality Improvement Secretariat’ within the Monastic system that will develop, promote and maintain minimum standards for monastic schools throughout the country.
To train and provide ongoing support to ‘school development units’ that will consist of teacher trainers and administrator trainers in child centred teaching and learning approaches and school administration, in at least four states and divisions.

To provide sufficient resources for the development of child centred learning environments in all targeted schools.

Project will impelement with 4 expected result

Expected Result 01: Increased capacity of teachers to deliver child centred learning approaches
Expected Result 02: Increased capacity for school management
Expected Result 03: Increased capacity for quality assurance, research, monitoring and evaluation (including the development of minimum standards)
Expected Result 04: Enhanced supportive environment for increased school attendance

Above four result will implement with 3 years project and after this project, to be filling up of school teacher capacity and follow up of activities, there will be next program will need to try again from project staff of Phaung Daw Oo.

The Phaung Daw Oo Health Promoting Program (PHPP) has been in co-operation with the Burnet Institute since 2004. The program was started in 2004 October for only school based program for HIV/AIDS prevention. At that time, PHPP targeted for G-IX students and cover for HIV/AIDS, reproductive health and life skill knowledge. After three years have been implemented for school based program, project has expanded for Home Based Care Program which is targeted for Patyeingyi Township mainly attached with Phaung Daw Oo clinic for treatment program. This program targeted for People Living with HIV/AIDS. Hence, after 2 years later which mean they have well experiences on doing Home Based Care and clinical care we, our program started to try for ART from 3D Fund Round-3. Together they have been implementing as A Partnership Approach with "Burnet Institute" (INGO) for the Care & Support project (including providing ART treatment) with finance from the Three Diseases Funding.

As current condition, PHPP is now implementing for Home Based Care, Treatment and clinical care services to people living with HIV/AIDS. As additional program from Home Based Care, we also implement as Psychosocial Support Activities for Orphans and Vulnerable Children. Otherwise, For Adolescence reproductive health program is now stopped for one year and no more funding support from organization. Therefore, program staff decided to stop for one year and they will try next year for students based program for "Adolescence Reproductive Health"

However, to see previous activities for students based program they have been trained “180” peer educators from G-IX who have already got skills on knowledge (HIV/AIDS, STI and life skills for their life)

Current Project Update:

As everybody know, our project duration is from 2010 to 2011 December. It is only five months left to complete our project. As our project is providing ART for People Living with HIV, we our project team are discussing how we will do after project end.

In Phaung Daw Oo, there was a Administration training for office staff from PDO main office. In this training there is two facilitator Daw Aye Myat Mon and Daw Moe Myint Khaing with 14 staff. In the training, mainly discussed for role and responsibilities on Administration Function works.

Two facilitators is now working as Project Manager and officer in Phaung Daw Oo health promoting program but on the other hand, there were former staff of Phaung Daw Oo Administration Department. This training was base on experiences and on job training.

It was quite successful training to get better result than currently. For the training follow up two facilitator will follow up in September and February to get clear role and responsibilities. The objective of training is

To aware of Administration Functions
To understand and realize for each role and responsibilities
To clarify current jobs which to be clearer than current situation.

As action plan, administration procedure and who will do what task and to give guide lines for each staff.

All the participants understood clearly what they need to do as admin staff after this training. But monitoring and follow up process will undergo.
